بررسی علل بازدارنده اجرای مدیریت غیرمتمرکز در ادارات آموزش و پرورش شهرستان های غرب استان اصفهان با رویکرد نظریه داده بنیاد

چکیده

هدف از انجام این پژوهش شناسایی عوامل بازدارنده اجرای مدیریت غیرمتمرکز در ادارات آموزش و پرورش شهرستان های غرب استان اصفهان با رویکرد نظریه داده بنیاد است. با وجود آن که درباره اهمیت شناسایی عوامل بازدارنده اجرای مدیریت غیرمتمرکز در نهاد آموزش و پرورش به عنوان یکی از سازمان های مهم و حیاتی در جامعه، توافق کلی وجود دارد، اما الگویی که به صورت یکپارچه به این موانع بپردازد؛ ارائه نگردیده و تبیین نظری روشنی صورت نگرفته است با عنایت به نقش محوری آموزش و پرورش در جامعه، پژوهش حاضر در پی شناسایی عوامل بازدارنده اجرای مدیریت غیرمتمرکز در ادارات آموزش و پرورش شهرستان های غرب استان اصفهان است. این پژوهش در چارچوب رویکرد کیفی و با به کارگیری روش تحقیق داده بنیاد انجام گرفته است. ابزار جمع آوری داده ها، مصاحبه های نیمه ساختار یافته بوده و به منظور گردآوری اطلاعات، با به کارگیری روش نمونه گیری هدفمند با 35 نفر از خبرگان آشنا به مباحث آموزش و پرورش و مدیریت آموزشی، مصاحبه انجام شد. تجزیه و تحلیل داده ها در سه مرحله کدگذاری باز، کدگذاری محوری و کدگذاری انتخابی انجام گرفت. بر اساس آن، مدل کیفی پژوهش راحی شد. نتایج پژوهش حاضر نشان دهنده استخراج بالغ بر 125  کد باز یا مفهوم اولیه از مصاحبه ها و نیز احصاء 35 مفهوم و 5 مقوله است که در قالب مدل عوامل بازدارنده اجرای مدیریت غیرمتمرکز ادارات آموزش و پرورش شهرستان های غرب استان اصفهان قرار گرفت.

چکیده [English]

The purpose of this research was to identify the factors obstructing the implementation of decentralized management in educational institutions of the western cities of Isfahan province with the approach of the data theory of the foundation. Although there was a general agreement on the importance of identifying barriers to the implementation of decentralized management in the education institution as one of the most important and vital organizations in society, a model that integrates these barriers and theoretical explanation have not been presented. Due to the pertinent litrature and central role of education in society, the present study was carried out within the framework of qualitative approach and using the research methodology of the Foundation. Hence, data collection tools were semi-structured interviews. In order to collect information, an interview was conducted using a targeted sampling method with 35 experts familiar with the issues of education and training. Data analysis was performed in three stages: open coding, axial coding and selective coding. Based on this, the qualitative research model was rationalized. Accordingly, the results of this study indicated that 125 open source or initial concepts from interviews were extracted, and also 35 concepts and 5 categories were identified by the factors impeding the implementation of decentralized management of education departments in the western cities of Isfahan province.
