Imam Khomeini's fundamental ideas about university have been valuable reference framework for the development of higher education and university at the national and regional level. In this regard, the present study aimed at examining Imam Rachel's statements about factors related to university development and drawing a paradigmatic model. The research method was qualitative and specifically based on the data theory approach. The research samples were the textual content of the books, articles and documentation indexed in Imam Khomeini's portal and the sites of the articles. Theoretical or purposive sampling method was used to collect data from Imam Khomeini's valuable views on university and development. Content analysis of the collected texts eventually led to the formation of 46 open source and 14 subcategories. The results showed that in the Higher Education Development Program, university development strategies, the central focus of university development and the conditions of causal development of the university were more quantitative than other components including university development context, university development consequences and intervening or mediating conditions.
